The citizens of Ojai, California, began exploring acquisition of their privately-owned water system from Golden State Water. Ratepayers were unhappy that Golden State was charging upward of three times the price for water compared to what ratepayers of the adjacent publicly-owned water system were paying
I consulted with members of the all-volunteer Ojai FLOW steering committee, briefing them on the process Felton FLOW used to acquire its water system, briefed them on what to expect from Golden State Water, and provided recommendations on managing an acquisition campaign.
The Ojai FLOW team educated ratepayers on the benefit of public ownership and convinced members of the Casitas Municipal Water District Board of Directors to take the lead on negotiating sale of the water system with Golden State Water. Following multiple legal challenges, Golden State agreed to sell the system.
